Jal Jeevan Mission “Har Ghar Jal” is the national programme for providing functional household tap connections to rural homes. In Uttar Pradesh the scheme is delivered by Uttar Pradesh Jal Nigam (Rural) under the State Water and Sanitation Mission, and non-governmental organisations are engaged as Implementation Support Agencies to work with village communities alongside the engineering work. Smt. Ramavati Devi Jan Seva Sansthan is one such agency in Sant Kabir Nagar district.
Empanelment and the first cluster
The Sansthan was empanelled as an Implementation Support Agency for Sant Kabir Nagar through the State Water and Sanitation Mission’s letter of 25 January 2021. A team member completed the Mission’s ISA capacity-building training at the Deendayal Upadhyaya State Institute of Rural Development, Lucknow, in February 2021. On 10 August 2021 the Executive Engineer, Uttar Pradesh Jal Nigam (Rural), Khalilabad, signed agreement 02/EE/21-22 with the Sansthan for a cluster of 40 Gram Panchayats allotted by the District Magistrate. Work under this agreement began on 11 August 2021 and was scheduled for completion by 10 February 2023.
The 2023 agreement
In May 2023 the Jal Nigam informed the Sansthan that a further cluster of 44 Gram Panchayats was being allotted and asked for the documents needed to complete a fresh agreement. Agreement 3/EE/2023-24 was signed on 26 June 2023. It fixed 27 June 2023 as the start date and 26 June 2024 as the date by which the work in the 44 Gram Panchayats was to be completed, in line with the guidelines of the Jal Jeevan Mission and the State Water and Sanitation Mission.
What the ISA role involves
The Sansthan’s field work under these agreements is community-facing. The banners on the Sansthan’s own meeting photographs describe the formats used: public awareness campaign meetings at the Gram Panchayat level, monthly meetings of women and men of the Gram Panchayat, and meetings of the Village Drinking Water and Sanitation Committee, each organised by the Sansthan as Implementation Support Agency with the District Water and Sanitation Committee and the Jal Nigam as sponsors. Participatory rural appraisal exercises, in which villagers draw a map of their settlement on the ground to discuss water sources and households, are part of the awareness meetings.
The Sansthan’s operational blocks in the district are Semariyawan, Khalilabad and Baghauli, and its ISA code is ISA1152. The photographs published on this website from these meetings were taken between 2022 and 2023 in villages of Sant Kabir Nagar district.
Context
The agreements set out the period and the number of Gram Panchayats covered; they do not by themselves report outcomes, and this website does not claim results beyond what the Sansthan’s records document. The Sansthan continues to work with village institutions under the Mission in the district.
